Rubbing will only make it worse. You can use a little ice for the inflamation of the area, but follow with some type of anti-bacterial healing ointment like Neosporin or something anti-biotic & with Aloe.

It would probably depend why your skin is red/irritated in the first place. I find that a face cloth (or even a paper towel if that's all you can get your hands on) soaked in really cold water really helps to reduce redness (even after waxing. In fact, always apply a cold compress after waxing!). Hold the cold cloth over the red/irritated area until it becomes body temp. Then repeat. It should help reduce the redness and will definitely help with any discomfort.

You didn't say why it was red...if it is due to dryness then use a moisturizer or neosporen. If it is a pimple Visine can really reduce redness. Try not to do anything that will irritate the area more. Extreme hot or cold could do that as well as some make-ups. Basically, time will heal it, but if you are really concerned you might dry a dermatologist.

From exp. it is not clear how it became red etc. Remove the cause then it go back to original.
