It now takes 3-10 minutes to print a copy on a Dell computer using XP

The only thing that I can think of is that perhaps you or another program has changed something in the HP printer property settings.
Look at your HP driver's printer property settings and see if there is a 'Load Default' button or something which will set the settings back to their original default state.

If it isn't that, then maybe you can try uninstalling and re-installing the printer drivers.

3-10 minutes to print a copy of what? 1 page? 10 pages? 100 pages?

time is relative to the task you're doing - if we don't know the details how will we know if there's anything wrong and what to suggest?

for example if you're trying to print 800 pages in under 3 minutes it's not gonna work. we need details about what you're printing, and using which program within windows.

Go to START, then CONTROL PANEL, choose PRINTERS AND FAXES. Right click on your printer, click on PRINITNG PREFERANCES. A block should appear, maybe your printing is set to BEST, which takes longer, and should be set to NORMAL. I don't know how much RAM you have in your Dell. If you have say 256mbs, that might not be enough since the printer puts the thing you want to print into memory, and if you have allot of background programs running, it might be used up. You might want to buy more RAM.
