He wants to stop doing it and says he can't. He does it even while playing or otherwise occupied.

It could be just extra energy. I wiggled my fingers habitally until I was ten, and it was just extra energy that I did not have a outlet for.

No, he probably just has lots of extra energy. Try to get him time outside every day.
