Are there any programs out there where you can get your cat spayed or neutered for free?

As your local ASPCA or animal shelter. Animal control may also know of a program.
If not, http://www.friendsofanimals.org has cheaper spay/neuter certificates that make it more affordable and can be used at your local vet...

Alley Cat Allies is good for helping with Feral cats. Best Friends Network would most likely have information on agencies that have free or reduced spay/neuter programs in your area. A lot of vets will do a reduced fee if you can prove your low income. PAWS used to have coupons for free or reduced, but I don't know about now.
No more homeless pets program has reduced rates and sometimes they also do free spay/neuter.

The San Francisco SPCA does those surgeries for feral cats for free. Otherwise they are very low-cost for the city's cat owners.

Check with your local spca or Paws organization. They will be able to tell you where to get it done. It may not be free, but it will be discounted.

here in michigan, you can take your pet to the humane society and if you can prove low income, they'll do the sterilization for free. hope this helped!!

NO pet is FREE ok!!!!!!!!!!!!
sorry, but if you choose to own a cat/dog etc. then there are certain circumstances where money is a MUST!!!!!!!
even at the SPCA there's a cost you know!!!!!!! I hope that your cat NEVER gets sick!!!
