There is no really BEST way to flirt.
If you are flirting for fun, and just to amuse yourself, which can be fun, then, the smile, the giggles etc, is fine.
If you are flirting with him to attract his attention, and try to make him your boyfriend, then you have to move in a lot closer.
Touching his body, softly, moving it up and down on his chest. Lean over, whisper something in his ear, doesn't matter what you are saying, but whispering, is a great way to get close to someone, and let him smell your perfume.
Rub up against his, make body contact, if that doesn't work, then he's either gay or dead.
I think he will get the idea, that you would like to be more than just friends.

Always with the eyes. But since you guys are already friends, a wink at him here and there can be fun. Smiles and hugging are great too.
