During the late 60's, all the way to the 80's there have been many revolutions,coups, overthrown governments, etc. Many people fleed because of this.

We needed Labor......through the late 40's -60's farm labor has always been an issue, the bracero program notably. But as the United States moved from a manufacturing based economy to a service based econmomy there were more upscale jobs and less people willing to do the back breaking farm labor, thus the Mexican influx of immigrants was not only allowed but smiled upon, especially by the Johnson Administration. As families planted roots in the northern former states of Mexico (California, Arizona New Mexico and Texas) the die was cast.

For Mexico we needed the Bareco Program in 1964 that partly increase illegal immigration. Also, Mexico's birthrate was high during that time producing more people than the economy could grow. Also, we ended discrimination of 3rd world immigration in the 1960s. During the 1960s Mexican economy was growing 8% a year, but what happen during the late 1970s early 1980s they went on a spending binge on Oil that wrecked the economy for the next 25 years. Finally, people may chant Hugo Chavez like god, but Mexico spent like a drunken sailor when oil prices were high thinking the prices will hold, and they did not hold that created a poor decision making by the government to borrow massive amounts of money overseas and put it into pour investments with little return. As a result, the Mexican economy most of Latin America had to cut spending and rein inflation with spending cuts in social programs, and had to privatize a lot of companies to get cash flowing to balance out the budget, and cut money supply to reduce hyperinflation. These conditions alone what created the draw to the Untied States was poor government management of resources, and the economy didn't produce enough jobs, didn't have a safety net for the rural population these combinations of factors create the draw to the Untied States.

Kennedy passed the family reunification preferences so residents could apply to bring spouses and children and citizens could bring also parents and other family. That was a huge change and immigration ballooned. That principle is still in effect so for every new permenant resident due to legalization or whatever, you are essentially letting in their entire family. It is a big multiplyer.

The Bracero program ended in the sixties, causing a thousand fold JUMP in illegal immigration. Further, there seems to be some dispute as to whether those "guestworkers" were returning home anyway.
