Probably so, unless the girl looks weird or something. On rare occasion, guys will do that to indicate to friends that they think a girl is very hot. But that is relatively rare and almost certainly not the case if he is alone at the time. If a guy did that to you, and you like him, walk up to him and say something! If you wait for him, he might never work up the nerve to talk to you. Good luck!

no. a passing glance is a very superficial response to "eye candy". there is so much to a girl that it would be QUITE a strectch for some guy to already be "interested".
Women are art, to be viewed. LOL.
