I need to set my own price on a plane ticket from Sacramento to Little Rock on December 6, 2006.

Go to Priceline.com..... they allow you to bid on your flight.

Just because you can "set your own price" certainly doesn't mean you will get it. There are several people that are unrealistic and get denied. Booking last min. will work against you as it goes based off availability and flights from Sacramento to Little Rock are going to be more expensive due to it not being a popular place for travel.
Try a travel agent to just to see, but no matter what you do you are wanting to travel in 1 1/2 months I would look now as the longer you wait they will go up in price, if they aren't already up there now.
