How old's the puppy? It could be that she didn't know better or still has that week puppy bladder. Don't feel bad, my husband works for Fed Ex and gets peed on by all kinds of dogs.

Someone once told me that when a dog pees on you, it is a sign of love or affection. But when a cat pees on you it is a sign that the cat despises you.
But, I don't know about that. Anyone ever hear such a thing?
Maybe the dog was just so relaxed by you rubbing her belly, that she just went.

If she just a puppy they often pee when they get excited.
they don't have the control of older dogs. Just like babies they pee when they like.I am sure you have pee on your mother when you were a baby.

I think that she didnt do that on purpose because I think she liked u rubbing on her tummy and didnt want to go to somewhere else to do her "business" so i think u shouldnt rub her tummy alot or don't rub her tummy every second.
