It greatly reduces the quality of the food (taste, texture, etc) depending on the food; it makes it easier for them to get freezer burn. Also, with meats & fish you should use them right away once they are thawed because that keeps you safer from bacteria that can easily contaminate the food.

The quanity of the food will not be as good if you refreeze, however, you can refreeze foods if they have been kept cold. If something warms up do not refreeze. On fish and shellfood, be very careful, it is does not still have ice in it do not refreeze. I dont believe in taking chances, therefore, I would not refreeze seafood.
