I want to buy a car from this guy but child support has a lien on it he says that whatever he sells it for he has to give child support half.I live in wisconsin do any one know about this? I just don't want to buy this car if I can't get it switched over in my name. Any advice?

You can buy the car BUT, you can not get a clear title in your name until the lean is paid off by you or the seller!
Buy with caution!!!!

You will have to contact the child support and see how much the lien is, they will not release the car lien untill it is paid,
So you would have to set down with him and the car lien people,

Then have a check to pay the car lien people and a check for him for the difference.

Odds are he is trying to cheat you, since he can't sell the car without a clear title, without it being arranged witht hem

the lien has to be cleared before he can sell it. Make sure that he can provide you a lien release when you switch titles. If he can't then stay far away from the car.

No. The car belongs to a financial institution or a private person that has legally put a lein on the car as collateral for some reason.The loan or restitution will have to be resolved before going up for sale

In Arizona at least, a title cannot even be legally transferred to someone (i.e. the buyer) with a restitution lien on it.

DO NOT BUY IF THE PERSON TELLS YOU UP FRONT THERE IS A LIEN ON THE VEHICLE OF ANY SORT.

you can buy it, it is the current owner's responsibility to pay the people who hold the lein after you pay for the car, they get their money first and then he gets the rest, it won't affect you at all. Go ahead and buy the car

Call up you local DMV, they would know for sure. Otherwise, I'd say it is possible but would be a paperwork hassle.
