I am looking into buying a house, but it does not have a garage. I want to see how much of an investment it will be to build one and if that is cheaper than having to rewire and change out a fuse box for a breaker box that is in another house we are interested in.

That depends on what part of the country you live in, what kind of permits are necessary as well as the type of garage you want.
As a rough guess I would say somewhere in the neighborhood of 2000 at the very low end, if you don't have to pay someone to do it.
Changing out a breaker box will probably be cheaper, unless you have to redo wiring along with it.

It's going to be a lot cheaper to put a new service in a house than build a garage in another.

Depends on a lot of things, including (especially!) how much of the work you are willing and able to do yourself. Which is also the case with changing out a fuse box (I've done that, took a day's work and cost $200). For the garage, you can draw plans, prepare a bill of materials, and go to your nearest lumber store to price it out.

What do you know about the footings or foundation poured around the perimeter of the pad? You want to build walls strong enough to support a two-storey building. Is there a foundation and how strong is it? And any posts you install will have to sit on footings also, not just a 4" pad. Your municipality has building codes to enforce. A good place to start this project is with their office. They can give you good advice and the rules.

You can find a contractor that will build a garage such as for a manufactured home for about $25,000 with the dimensions you want. Depending upon the contractor and what you want you can spend up to $45,000 or more.

Go to Morton Building.com,they build some very nice garages,shops from steel.Several people I have met who have them are happy with them and felt they were agood value.
