It wouldnt have happened. Bush ignored foreign terrorism in his security plan of 2001. Clinton is much much smarter.

not declare war on a country who had nothing to do with it! (there were NO Iraqi hijackers) The bulk of the hijackers were from Saudi Arabia! Bush is too chicken to even mention it.
