I don't think commandment is the right word here but the first person to make a rule (the only one by the way) was God when he told Adam not to eat the apple (fruit) and then Satan gave Eve the idea to eat the apple and then Eve made the decision to ask Adam to eat it, including him in her sinful action. You may be thinking of the ten commandments which didn't come into play until many years later through Moses.

Two ways of life have been set before mankind, but only one leads to life everlasting.
Genesis 2:9—

2 And the woman said to the serpent; We may eat the fruit of the trees of the garden;
3 But of the fruit of the tree which is in the midst of the garden, Yahweh has said: You shall not eat it, nor shall you touch it, or you will die.
4 And the serpent said to the woman; You will not surely die.
5 For Yahweh knows that in the day you eat of the fruit of the tree that is in the midst of the garden, your eyes will be opened, and you will be as gods (elohim), knowing righteousness and evil.
6 So when the woman saw that the tree was desirable for food, that it was pleasant to the eyes, and a tree desirable to make one wise, she took of its fruit and ate. She also gave to her husband with her, and he ate.
7 Then the eyes of both of them were opened, and they realized that they had sinned; they had violated Yahweh's Laws. Because they had not kept Yahweh's Laws, they were afraid.
Revelation 12:9—
And the great dragon was cast out, that old serpent, called the Devil, and Satan, who deceives the whole world. She was cast out into the earth, and her angels were cast out with her.
Notice, Genesis 3:7 shows that they sinned. The Theological Word Book of the Old Testament by Harris, Archer and Waltke Volume 2, page 695, shows that the Hebrew root word oram, which was translated naked in the King James Version, is correctly translated sin. Sin is the transgression or breaking of Yahweh's Laws.
