I have knowen her for about 2 years but never really hanged out with her till this year my best friend says she does like me but is playing hard to get but im not sure if i can take just his word.

hang out with her for a little while, if she flirts wit you alot, she's interested, then you'll know, if she like ignores you, then i8ts pretty obviouse she dont like you that way, honestly, who plays hard to get anymore

Sometimes the direct approach is best, just ask. But if that seems too bold for your liking, look for the following signs. Pay attention to your conversations with the person in question.
1) Does this person show a special interest in having a conversation with you and, once started, make an effort to keep that conversation going?
2) Has this person taken a sudden interest in your life and hobbies? This is a sure sign that he or she is interested in something.
3) Other elements of body language include frequent eye contact, holding your gaze and looking down before looking away.
4) Does the person you're wondering about just plain smile at you a lot?

The first thing to do is forget about whether or not she likes you...that is irrelevant if you are trying to get with her. The first thing you need is to find some confidence and start talking to her as if you're the man. Make yourself look good and begin to flirt with her a lot. Then, do the same thing with a ton of other girls...because girls are attracted to what other girls have. After you've done this, you can begin to decide if she likes you or not. If you have the slightest hunch that she does, ask her to Starbucks or dinner or something and if she says no...remember it aint no thang because you are the man. And you will have other options.

Um ask her quite being a punk. lol just kidding why dont you ask her for a number and if she gives it to you thats a start, secondly set up a date, and since you've known her for a year you should have it made already just make a place in her heart its easeir than you think.
