Okieboy summed it up pretty good but left out one part of it. Normally they have one place to build one part. then a second build the next part and so on. Then they have it all shipped to one place who puts it together. And then to some where else to test it.

This way no one knows much of anything about it. The people at the start only know they are making something but have no idea of what it is going to be when it is finished. The second group only knows what it is after they put it together but have no idea of what is in each part or how to make them. The last group only knows how to use the product and nothing more.

That is why it cost so much for the government to do anything. Plus it is not the lowest bidder or the best for the job but who will give the biggest kickbacks or their son or daughter are the owners of the place.

You have to think like the government. And it don't matter if you are republican or democrat it is still the same.. There is no dif in the two parties once in office.

Nope, a description of whats needed and cost analysis bidding sheet is given to a list of pre approved comapnies that do bussiness with the government. When several companies has given back there proposal, a think tank of several organizations of several people from within the security organization oversee the proposals and decide who to award the contract to. When the contract is awarded, the money changes hands and the product is produced.
