If you trust the person's not going to go ballistic the best place is someplace quiet and private.
If you think they might act nuts....as public a place as possible.

The best place to break up with someone is in front of them. Don't ever break up over the phone, with a text message, via email, or any other means that does not involve direct contact. It's not only about showing strength on your part, but it also shows respect towards the other person. You're giving them the honor they deserve by breaking up in person. And don't do it in public. Arrange a private meet...either at their house or somewhere that other's can't see. If tears need to be shed by either party, it is best to do this in a place where they can do so freely.

A public place is best because you are less likely to be injured. If you don't think he'll be violent, then a good place is in bed right after you have sex for what you know will be the final time. Make sure you tell him that you were faking. It will hurt him at first but it's better in the long run that he knows this.

In person is the only decent way to break up with someone. If you are too afraid to do this, at least call him and tell him over the phone so he can ask questions about it if he wants. Also, try to be respectful to him and not ruin his self-esteem. I don't see a reason to knock someone down just because you choose not to be with them.

If you're trying to be nice, then a quiet place where you can sit down and talk it out...
If he's been cheating on you and you want out... Take him to a nice restaurant... Order Lobster, Steak... Then excuse yourself to the ladies room... Give the Maitre D a $10 tip and note to deliver after you leave... The note saying, "i'm outta here you two timing punk, don't call me, I won't call you..."
