I'm making this apple dumpling self pies and the crust calls for flour,shortening,salt,vinegar,water,and eggs. What type of flour do I use to make the dough with??

When in doubt, use all-purpose flour. That's why it has that name.

Any worthwhile recipe will let you know if all-purpose simply won't do. In those cases, though, you would do well to not substitute unless you're in dire straits - the recipe is probably relying on a particular aspect of the other flour (finer texture, higher or lower gluten content) to get its intended result.

The best flour to use for an apple dumpling recipe would be pastry flour. It will make the crust flaky and tender.

Pastry flour will work very well, but so will all-purpose flour. I'd suggest getting all-purpose flour if you don't do that much baking. That way you can also use it to thicken stews, thicken sauces, etc.

You need a self-rising flour but all purpose will do if you do sift it first.

All purpose flour is fine. Just make sure you sift it.
