Poor circulation, put on socks or use electric blanket to keep you snug in a rug!

You could be:

Anemic... and lack iron, try taking iron tablets, being cold often is a tell tale sign that your are in need of some iron.

Out of shape.... legs are cramping when cold, b/c joints are stiff, try getting into a workout routine or walking everyday, to increase mobility in legs.

Stiff joints, Arthirits.... cold and rain affect most people who have stiff joints and pain due to arthirits, if you are still fairly young, you should try taking Apple Cider Vinegar, a tablespoon or 2 a day... this is known to work great on stiff joints, and is sold in your local supermarket.

Get checked for peripheral artery disease. (Raynaud's phenomenon)
In the meantime you might take Gingko biloba as directed to improve the blood flow in your legs.

you may have a potassium deficiency. or you may need to cover them.( hypothermia?!)
