flowers would be a nice,inexpensive way to say that you remembered her birthday.

Well, you didn't say how old she is and how much you are willing to spend.
So, here are some ideas: 1) take her out to dinner with all of your friends. Pick a place that is modest that she can pick a nice meal and not break the bank 2) give her a gift cards to her favorite shopping places. The cards don't have to have a lot of cash on them,maybe $10 or so 3) Ask for a wish list. See if she give you one. Then, pick from the list. She will know she is getting something she wants, but she won't know for sure until she opens the gifts.

if money is an issue ask each friend to pitch in 10 bucks each, then take the money and get her a gift card for that amount.4 friends makes 40 dollars. nice gift.

A nice (big?) picture frame with all the "friends" either already in it, or to be taken that evening and added later.

Pitch in for a massage at a spa... most of them are not that expensive. If she has a hobby or favorite store get her a gift card from there....

How about getting a pizza and a bottle of wine and going to her place. That sounds great to me.
