Is there anywhere else where you can drink alcohol out and about?

las vegas, bigtime.. as long as you aint hanging around causing trouble...
I have walked on the strip and downtown on several occasions carrying coctails from casinos, 24 ounce beer cans, bottles of whisky, etc.

It seems that people in New Orleans don't seem to care what you do as long as you're not making trouble for anybody else. Strange how most other places haven't figured out the benefits of such a policy.

I WISH!!!! Baton Rouge, you can in most places there. The USA needs to take the example from Louisiana's liquor laws in general and loosen up.
I mean you pull up to a drive thru and order a daquiri with a shot of everclear. And drive away with it in the car... In a foam cup.. with a straw.... I looooove strawberry daquiris from any of the shops.
