I only get about 14-18 with my Cherokee, (2001 4 1/2 lift, 300 hp chip set) I would have a tune up done and maybe invest in a cold air intake system. Go to 4wd.com and check out what they have in this line. There are many things that can effect mileage, tires, tire presure, gasoline quality, driving habits etc...

make sure you're maintaining it well. Oil changes, tire pressure etc. Also don't carry extra stuff in it. Maybe a k&N filter too will get you a couple miles to the gallon. I've got a 94 XJ Cherokee on 33's with a 4.0L and it still gets about 15 mpg highway.

Stay out of town, Turn a/c off. Don`t accelerate fast, Don`t idle for long periods, Combine all trips into one.
