The President chooses his White House Aides, and his cabinet. Of coarse he also chooses his friends both political and otherwise. Legislative aides would be chosen by members of the legislature.
You should really learn sentence structure it would make answering your questions so much easier.

he gets to appoint only his cabinent. head of depts like fbi, cia must all get congressional approval who can disagree with his picks.
