Because the world is a cruel, cruel place. If I'm going to eat a crappy interpretation of Mexican food, I want that Chilito. With extra cheese and sour cream, please. And don't skimp on the Fire Sauce packs or I'll come in the 'restaurant' and completely wipe ya out.

I believe Taco Bells are sold as franchises, so each individual owner probably has some say on what to put on the menu. Maybe chili cheese burritos have a low profit margin or they don't sell well in certain areas.

As authentic as Taco Bell is, "Chili" isn't a mexican dish, only refried/pinto/black beans are. You might find one at Del Taco though, where burgers and tacos hold hands.

~~~Our local taco bell has cockroaches,,,,,personally,,,I would never eat any so called food from a taco bell,,,,,its gross,,,,and its not true mexican food,,,,,
