you can ask your friend to ask her out for you or write a note and tell her that you want to go on a date or get her email and email her to see if she wants to go out with you or ask her in person and good luck to you

You first need to have small talk with her. Talk to her in class and kinda get her to clasp the idea that you like her. Then ask her.

go slowly, first become friends, second try asking her out for a milkshake. if it doesn't work, then maybe you're not meant to be.
