I would tell your mother that her behavior was terribly inappropriate, and explain to her that the waitress has a birthmark on her neck, as most employers in the food industry require hickies to be covered as most customers find them to be offensive. Then I would tell your mother that she needs to go in to that restaurant and apologize to that waitress. Personally, if it was my mother, I would tell her that if she believes that one should behave this way in public I wouldn't be seen dead with her. If your mother is unwilling to go apologize to the waitress, I would go talk to the waitress myself. Let her know that you in no way feel the same way your mother does. And you understand that it is a birthmark and you admire it. And tell the waitress you will do your best to insure that your mother never enters that place of business again.
Here is another thought, if your mom also goes to this restaurant alot, talk to management of said restaurant. I am sure they are aware of the incident. IF they aren't make them aware. Then ask them to talk to your mother, and insist to management that they speak with her about her behavior to the waitress and if she does not give a sincere apology, she may not be allowed in the restaurant.

You have nothing to be embarrassed about - the rude comment was your mom's not yours. Assuming you're old enough, go to that restaurant as often as you like, just don't bring mom along.
If they whisper like that even when you don't have mom along, then you should apologize to the waitress yourself, on mom's behalf. They'll understand that having a rude mom isn't your fault.

A good thing would be to apologize to the waitress.
Your Mom showed very poor judgment on her part....and really she should be the one to apologize.

This isn't a hard one. You either go in there and be embarassed, or you don't go in there at all. There is nothing more you can do, unless you want to explain to them all what had happened and apologize, which I wouldn't do.
