One only has to look at the most successful criminals to see the truth of this statement.
They look like any ordinary person ("has many faces") and can be found anywhere where non-criminals can be found ("hides in the brightest places")
Most people equate "evil" with ugliness or scariness. Evil can hide behind the sweetest smile and present itself in the most public and innocent places. Ted Bundy worked in a suicide hotline center and looked like the boy next door. Scott Peterson looked like a poster boy for the American son and was a popular party-person. Jeff Daimler did not look like a cannibalistic serial killer and had a regular job. John Gacy was a clown entertaining children in hospitals...certainly no one suspected he was a serial killer with bodies buried under his home. And the list goes on.
A pretty face does not mean a pretty heart and good deeds can belie the foul deeds in heart or mind.

Satan will appear in ways that seem most appealing and least destructive. That way you will be even more tempted because it looks Okay. He can pop up in any situation and it will look like the right thing to do.

Think of Jesus he did not go around saying bow to me I am the son of god, but those who believe themselves superior to others are not of Jesus, those who refuse to humble themselves before others are not of Christ.
So you will easily find the evildoers for they are proud of their deeds this is what your quote means, they are the ones wearing the flashy robes and using parables and scriptures out of context and preaching hell fire and brimstones if you don't conform to their beliefs.

The devil can approach humans from many ways. And he can makes the sin looks so nice. this way, a human can be tempted to sin by the devil.
