jokingly suggest the idea of you two in a romantic situation, and if he responds like he doesn't like the idea, you can play it off like you were 'totally' kidding. Otherwise, if he goes along with it, then make further implications or hints. Coming out and 'confessing' your feelings may make him feel invaded, and he might not respond truthfully.

try being friends frist thennn move on and ask him wha his stlye hobbies and stuff maby if hes brithday coming up u can go out with him try things like that hope it works out
