Should use a glazed tile and make sure to have the grout sealed. Find a textured tile so you do not slip & fall. It is not 100% piddle proof but close.

Ceramic tile, but make sure you have the grout sealed afterward. Please don't use cork. Cork is very porous and will absorb anything liquid. That's why they use it for coasters :-) Cork can also be destroyed very quickly with pet's nail and even people walking on it.

Don't get wood, carpeting or tiles (it gets in the grout).
Get linoleum, decorated concrete, or poured aggregate.

we have laminate, you can't smell the animals at all and when our dog wasn't housebroken, the accidents didn't ruin the floor. You can just wipe it up and your good
