Not entirley, although I once heard that they can hear vowals. I think that they have a "sixth sence" that allows them to tell how we feel(the more time you spend with them the more they understand how you feel) and that is how they know if you are mad or sad or happy or excited, also they hear the tone in your voice. I think that dogs understand some words, like sit and come and others, but we have to teach them. Some dogs are smarter than others and will understand a lot more, without having to be taught. That's my personal opinion anyway.

I think it depends on the breed. They say Labs can understand the vocabulary of a 7 yr old. Now that I think about dog obedience is teaching them to act on our language. My dogs react to a lot of words I say. This reminds me of a question a while back about having to spell words Like walk etc.. I'd like to think they do.
