Does anyone know which state or states are the most progressive for funding disability services?

Is there a state that provides the best access to services for disabled adults, ( ie, group homes, supported employment and day programs) while offering a great environment to live and work in.

Washington State does a good job at taking care of it's disabled.

I would guess any of the more commie states: California, Oregon, Vermont, Massachussetts
