its good question,
There are different cultures in different parts of the world even when the poeple share the same skin colour. Hindu and Muslims for example are both brown but their culture is different.
When they face abuse from white folks (which they do in many parts of england), they are getting abused because of their skin colour. The person abusing can't differentiate whether the victim is Hindu or Muslim so has no idea about their culture difference.
However, there are fights and exchange of abuse amongst Hindu and Muslims because of culture and belief differences.
So when a person abuses another of different race, it is racism. When a person abuses of the same race, then it is because of culture and lifestyle difference.

Well, just look at the word - racism. It is both about skin color and cultural difference. People are afriad of what they don't know. And not to sound like Yoda, ignorance --> fear --> anger --> hate -->...SUFFERING. haha. yea.
But honestly, I don't think that racism is all that prevalent today, in the US. I think it's more a matter of economic status. Those in poverty are just lower class to those who are rich. I mean, there are just as many "white trash" (poor white people) out there as any other discriminated "minority" (and I put that in quotes because really, are there any real minorities these days? Everyone is at an equal disadavantage.)
