My question:
Should I bill them for the stamp and piece of paper I had to use to show proof?

Why don't you just call your insurance agency and tell them you received a letter from the DMV wanting proof of insurance. Then, the insurance company will supply the stamp and envelope and you won't have to worry about it.

if u lease it u would or fiance it i remeber had to show full coverage when i was buying my car at dealership
