Hi there,
Please do not buy fish bowls and put lit floating candles in them - the vases need to be cylindars (straight up and down if you use candles) - otherwise the candle can burn under the lid of the fish bowl and explode as it gets too hot and black soot accumulates. You can go to Big lots and buy 3 different sizes of cylindar vases and fill them halfway with water - float floating candles. Go to home dept (pretty cheap flowers for petals) or a flower shop and get older open roses or buy petals at a reduced price and sprinkle petals around the 3 vases. 3 tealights in votives at the bottom make it a very beautiful candle centerpiece with 6 different candles at different heights and then surrounded by petals - very romantic, cost-effective and fragrant.

Buy some glass bowls (like fish bowls) and put floating candles in them. (Don't buy rose-shaped ones; those don't like to stay lit.)

Get a flower vase for every table, cut up lemons/limes/oranges/grapefruits and put the slices in the vases. Then you can put flowers in the vases too.

Get a flower vase for every table, put marbles in them, and put flowers in every vase.

For the flowers, you can just get friends and family members to cut flowers out of their yards. It'll be inexpensive, but it'll be pretty and meaningful.
