Traditionally when one provides a service, they are usually tipped, such as cutting hair or doing nails, wait tables at restaurants, you get tipped, but do you tip people who does window tinting services for your car, or change your tires?

Actually, tipping people who tint your windows or change your tires is unusual, and they might not know how to take it.

Food service people are tipped because they get paid less than a minimum wage, and their service is more "personal" in that they have to interact with you more. They have to keep coming around to refill your tea, and see if anything else is needed. You tip then in proportion to how well that they paid attention to your needs (some are lazy, and hardly come around to your table at all).

A tire changer guy just takes you car, and then doesn't see you again until he is finished. You paid him for his service when you paid for the tire. Unless he does something "extra", then you do not have to tip.
