Noone has given the real answer yet...and here it is!

In other countries, such as Japan, the "red bull" size can is the standard size! The truth is, that can size has been produced in the US (In American Canyon, CA to be exact) for at least 15 years at the CCNA Pokka Beverage factory for import to other countries. I worked for an agency that sent temp workers to that factory, and occasionally, we would get free samples.

The small cans are being test marketed in the US to see if they can create a "universal can size" which would reduce production and distribution costs.

There might have been a market for it. Usually when a company tries out a different packaging, they do a market study to determine if it is a worthwhile endeavor. Can they make money , or they end up with a lot of unsold cases of the product.
Yours is probably just the market study. Dont worry. If nobody buys it, they wont pursue it .

i have seen this size in Pepsi too. The hospitals like the size and its a nice size for a lunch. they are more expensive then the full size but that happens when they make things smaller. Some people feel its Worth the cost not to throw away half a can. I personally think its cheaper to throw away what I don't drink.

It's called marketing.

Red Bull managed to grab a sliver of the market for their product, in their package and at their price. Coke probably didn't like that money going to Red Bull and decided to try to fight them on their terms.

Pepsi tried to introduce smaller size cans in Canada, but it was more expensive and nobody bought them. Your right, for $2, you can walk into any store and get a 2 litre bottle of Coke and still have change.
