You can brush a cat's teeth but you can't use human toothpaste. Human toothpaste will make your cat sick. You need to get a special pet toothpaste from your pet store or your vet. You start off by putting some of the toothpaste on your finger and letting your cat lick it off, it tastes good so they should be happy to do that. Once they have got used to the taste of it you should try rubbing it onto the teeth just using your finger. You do not need to scrub them because it has enzymes in it that will do the job anyhow. If his mouth smells really bad you should consider getting a vet to have a look inside to make sure that none of the teeth have gone rotten. Although getting your cat's teeth done may seem expensive, it will help your cat to live longer if you do. Tooth decay in cats and dogs is strongly linked to kidney failure because of the toxins they are absorbing all the time through their gums.

Yes, in fact you should be brushing your cat's teeth weekly. At any pet store you will find toothpaste specifically designed for cats and dogs. Often they are flavored in ways that humans would see as quite disgusting (liver, beef, etc.) but would be desirable to a cat or dog. Do not use your own toothpaste, it could make your cat sick.
Because a cat's mouth is smaller, I would not suggest using a human toothbrush. Instead, purchase one (I'm sure you will be able to find it at the same store) that is designed for animal use. The one that I have had the most luck with is designed like a thimble and fits over the tip of your finger. It is rubber and has small rubber fingers or bristles on it. Because your cat will probably resist this (most do), a finger brush like this will be the best, whereas a human toothbrush would be more clumsy and you could risk gagging or hurting him.

I brush my cats' teeth each night evedr since one of them had to have expensive dental work. You CANNOT use human toothpaste - you need to get cat toothpaste either at the vet's or a pet specialty store like Petco or Petsmart. An enzyme base toothpaste is the best to get. Usually, they sell the toothpaste in a "kit" with a kitty toothbrush (long handled).
Its a bit of a trick to brush your pet's teeth. The most effective way I found is to hold kitty firmly by the scruff of his/her neck and insert the brush at the side of his/her mouth. Don't brush too long. However, yu probably need to get him accustomes to the taste of the toothpaste and the feel of his teeth being cleaned by first using your fingers only or using a soft cloth (not the brush). At any rate, the toothpaste kit also have instructions.Alos, there are oral drops you can put his drinking water to help freshen breath (I use Petkin's "Liquid Oral Care").
Since your kitty's mouth smells gross, I suspect he already has plaque and tartar problems. Better take care of it now before the cat needs dental work like mine did!
Good luck!

If his breath smells bad it is most likely due to a tooth that is decaying. Brushing his teeth is not going to solve the problem. He needs to have dental attention, definitely a cleaning and possibly an extraction of a bad tooth.
A bad smell is a sign of an infection.
After he receives treatment you can brush his teeth to keep the plaque to a minimum.

Yes you can buy liver flavoured tooth past for cats. I brush my cats teeth, although it doesn't take away all of the bad breath smell it does help.
Some cats don't take kindly to the brushing so you have to be kind and gentle and slowly make the cat comfortable with having their teeth brushed.

You can brush your cat's teeth although a better alternative is getting your cat some dental treats from a pet supply store.

:-) My cat has fangs too. I use cat toothpaste, but there have been occasions when I was out of the stuff and used human toothpaste. It doesn't matter, except that the human paste with it's strong, minty flavor is not too popular with cats!!
