O my i had to think of this one long and hard and then it FINALLY clicked, I mean gee, what a concept... The man, the dog, the umbrella, no hat or even not a raincoat... Hmmmm and to think not a single hair on his head got wet? Wowser thats amazing, I mean if it were raining in this open field I could see how he would get wet... Ooops I gave it away.... it never said it was raining!

There is no evidence that it says it was raining. It just said he wasnt wearing a gat or a rain coat and he didnt bring and umbrella but it didn't say while it was raining. So obviously it wasnt raining.
