No, they don't. Fingerprints are formed by little dots on the inner skin layer. These dots are lined up in a particular way creating the general three patterns of whorls, arches or loops on the fingertips. This is partially determined by genetics. When they are later covered by the outer skin layer, these patterns will result in a fingerprint. The reason why every fingerprint is unique is not because of these general patterns but it is due to the flow of amniotic fluid in the womb, which is completely random and will create small differences such as bifurcations, ridge endings, islands etc. So even though the general pattern might be the same, the smaller differences make every print unique, even when it comes to identical twins.

Twins cannot have the same fingerprints. And under NO circumstances should your husband allow his brother to use his passport. It is a violation of federal laws and could get your husband in hot water. It's simply not worth it.
The violation is called fraud and racketeering as defined in TITLE 18 > PART I > CHAPTER 96 > § 1961 Definitions US Code.
Please refer your husband to this website for further information about the penalties involved. It is a liability on a huge scale.

No finger prints can be duplicated, this is a universal identity of every human being. If the Passport used this identity then the false user will be arrested immediately, although his face matches the picture on passport.

Their DNA's are the same, but finger prints are different. If a woman has a child by a man who has an identical twin, and she happened to sleep w/ the other twin, there's no way that a dna test would determine who the father is becase both have the same dna.... crazy huh...

First of all, there are no two fingerprints in the world that match. Second, I think your husband could get into a lot of trouble by assisting his brother in doing something not legal. Tell your hubbay and bro-in-law NO WAY!

that sounds very illegal to me.
And no, two people cannot have the same fingerprint, even identical twins. And in some airports, they are using identification through the pupil of the eye with a computer.

each person has their own fingerprints and even though your husband is a twin,they also have different flaws. your husband could get himself in trouble if he complies with his brothers wishes. just tell him to keep saying no. if his brother wants to go to his country tell him that he needs to find another way

They won't have the same fingerprints, so he could easily get caught. You guys could do some other things to help your brother in law get in legally...sponsor him, prove to the government that he will have some place to stay and financial support so he won't be a drain, etc. If he gets caught he could ruin his chances of ever getting in legally and he could go to prison.
