You can decorate cupcakes( sprinkles Ect- they can do this at age 2- no knife needed and you do not have to worry about a cake if you do not want to) and then let them sing Happy B-day and they get to eat the ones they made. You can decorate balloons with stickers. Color on poster board, then have a parade where they can sing and walk with their signs. you can get a small infant pool or bathtub, fill it with water, and then add some bath ducks with prizes marked on the bottom. The child picks a duck out of the water and gets the prize ( inexpensive like candy, or crayons, etc).
For that young age, you really only need one activity,- the cake, presents, and activity usually take all the time you have with out having a -too long- party when the kids start to get tired and fussy.
Good luck !!!

you should dress up instead and that will save money. Bake a bunch of Cookies and buy icing, sprinkles, candy and such and let the kids decorate their own cookie. Make it a cookie party! Also, you can bake enough so they can eat one and take one home. You can also (before hand) make some blue jello and pour it into a baggie add some gold fish crackers or gummy fish and then tie it up with a spoon and you will have a yummy fish treat that will look just like gold fish brought home from the pet store. But if you or someone you know dressed up you can take Polaroid pictures of each child, with the person dressed up, for them to take home.

Sure, I did this at my 2 year old's party and they had a blast. It was a farm animal theme party, but you could tweak this any way you wanted. I basically had a version of a easter egg hunt. While the kids were occupied elsewhere by a couple of parent helpers, other parent helpers and I hid dozens and dozens of little plastic farm animals, as well as candy, all over the yard. Then I passed out metal "milk pail" type buckets with a red-checked ribbon tied on the handle with their name written on it, and they went hunting. They later took their bucket with it's contents home for a party favor.

You don't need loads of space or lots of money for a good birthday party! when I was a kid, all I loved to do most was jumping around having the time of my life!!!
just put on some music and let them run wild!!!

i'm assuming the party is during nice weather? get a magic set! have either you or your boyfriend/husband/grandparent/favorite aunt, etc put on a lil show for the kids! you can also take one of your longer skirts(if ya got one or get one secondhand!) and put surprise grab bags on it for the kids to choose...bubble machines are great too and cheap--as are boxes full of silk scarves and things that shake like maracas or egg rattles...put on music and watch the fun!
