There was never a food and medicine embargo imposed on Iraq, ever. Even if there was, black marketeering was such a fact of life from over the Turkish, Syrian, and Jordanian borders that the Iraqis would never have had problems getting basic medical supplies. Iraq is more or less self-fufficient in food production (this is the region that was called the "Fertile Crescent", after all) and the civilian deaths from illness are directly related to the sheer crudeness of the Iraqi medical system. If you haven't seen hell on earth, you try spending a few hours in an Iraqi hospital.
If you have to ask such a basic question that can be refuted by a quick search online, then something is the matter with you.

1990 after Kuwait attack & it was imposed by the UN not the US.
The Iraqi health minister claims 1400 children have died in both Dec 1990 & Oct 2006 NY Times articles. PBS in March 1998 said there were 100s of tons of medicine & food sitting waiting for Iraq to approve Weapons Inspectors visits. Iraq cared so much for the children that the "supposedly not there weapons"
could not be verified. More food & medicine went into to country than ever before but they did not make it to their poor families.
Novel thought - Iraq Insurgents do not mind sacrificing even its youngest people.

No food and medicine imbargo was imposed on Iraq. If it was done so, it was a propoganda ploy by Saddam.
