Depends what it is - it is available for people that are psychologically damaged by their condition - in those cases it should definitely be available.

Cosmetic surgery does not enhance life. Jesus said, that whosoever the Son sets free (from our sins), is free indded.

In general, no, because vanity is a very strong human emotion that would simply break the NHS financially.
