How can we prohibit the sale of candy, sodas, chips, etc. by employees in their work areas?

We have employees who are selling products (sodas, chips, candy) from their working areas. How should we revise our current "solicitation" policy to address these illegal stores?

Why do you care that they are selling these things? I would say don't buy from them...(?) or is it that you are one of these people who need an issue?
