No, check out the Department of State site, going to P.R is like going to Hawaii, all you need is an ID. Some airlines will tell you you need one because their are not really informed and they rather ask for one just in case.
The new dates for passports apply for the rest of the Caribbean not for P.R. because its a territory of the U.S. so its like traveling from one state to another. They use the same currency etc.

Right now you do not need a passport to go to Puerto Rico, but i believe begining January 2007 you Will Need A Passport.

Well...until now no. You only need a I.D. with photo that can identify you. But Puerto Rico laws and rules are always changing so if you have your passport take it just in case. But since P.R, is property of U.S. you don't need it. Is like visiting another state. But if you wanna double check to make sure go to endi.com.
