Certainly the U.S.A. has the most incompetent secret services in the world. The CIA and other 'secret' organizations are out of control, often involved in activities not relevant to their missions.
I'd guess the "best secret service in the world" is one that no one knows even exists. Maybe some country somewhere has a 'secret service' that combines counter-intelligence with integrity and security. Maybe Switzerland? Denmark? -RKO-

I'd have to say without a doubt, that Israel has the best secret service. There are 3 main parts: the Mossad- which deals with international intelligence, The Shabak (previously known as the shin bet) which deals with national intelligence, of all kinds (israeli and palestinian) and the army intelligence (the Modi'in). I can't give too many details, but my idf service in the military courts has showed me the amazing detail the different intelligence units can know, and how successful they are in apprehending dangerous terrorists and onther such criminals. Mistakes that other armies, such as the USA army, make, for example mistaken indentities, arrests for no reason, etc- are practically unheard of in Israel.

In my humble opinion Isreal and Mossad, although as some people say the best secret services are secret... the French secret service is actually very powerful and quite murky.

Forget the KGB, CIA, Mossad. They all came well after the British. The British Secret Service were in uniform when the rest were still in liquid form.

i would have said the uk - but am not so sure anymore what with all this 'open' recruitment going on - kinda defies the point of calling yourself a 'secret' service, after that i'd say the mossat - or the one sayid, from lost, was in looks pretty good!!!
