I believe so. Nigeria is a very corrupt and violent country and scams are used to build mosques and fund civil wars. There are decent people in Nigeria but they are overshadowed by the criminal and violent element - both Muslim, Christian and none of the above.

I don't know if the Government of Nigeria is doing the counterfeiting, but their people surely are! And the Gov'ment doesn't do anything about it.
Typical scams are: The fortune in Nigeria hidden away from the authorities, from the now deposed King of the nation, who is being hunted by Nigerian authorities, so they can get his fortune!
"Please send $10,000 to help us get the money and jewels out of the country. Send us your bank account numbers, and we'll deposit $20,000 when we get everything out of the country!"
OH, YEAH?? If you believe that, I'll sell you property on the moon!
Another scam is this: Suppose you have a farm tractor advertised in your local city paper, for $4000. You might get a nice formal looking letter from a gentleman who supposedly lives in Australia, who wants to buy yer tractor. So, if you "bite", he'll send you a Cashier's check for $ 10,000 tell you to cash it, use the money to crate and ship the tractor to him, ASAP, because he needs it pronto!, and send the unused portion of the money he sent, but keep $ 1000 plus the price of the tractor!
Sound great? MMMHHHMMM!!
So, you fall for the scam! ???But, you say, the check cleared the bank--what's going on? The bank has had a warrant for your arrest, for cashing a bad check!
The bank probably didn't have any info on the check, until 30 days later, it came back with a NSF call on it! The guy who you sent the tractor to sent you a bad check! You think its the banks mistake? no, its yours! For falling for the scam, and for not checking immediately on whether it is good!
And yer tractor is in Australia-who knows where, you owe the bank for the bad check, and you have no idea of who the scammer really is ! And, he's got the money, too!
Those crooks in Nigeria have been pulling that scam for several years, and now other scammers, from other places, are doing it, too!
Best way to avoid a scam is this: If it sounds too good to be true--it probably is!

Officially, no. Unofficially, if its crooked, every Nigerian official is doing something illegal.
Nigeria is often sited as the most corrupt nation on Earth, a kleptocracy cubed.
