It is not illegal in the UK to own a bird of prey. You just have to make sure that you know what you are doing and have the time to look after it properley. Most Native species require an Article 10 certificate to prove that it has been captive bred and the parents are registered with DEFRA.
I own a barn owl and she takes about 1 to 2 hours works every day to keep her tame and looked after properley.

You can buy birds of prey. in America you have to obtain a license to practice falconry, I'm not sure how you go about this. I advise that you find an already practicing falconer and spend time with them to find out if falconry is for you. You need to know how to feed it, house it and fly it properly, you can't just get an owl and stick it in a parrot cage in the living room, they need aviary's in the back garden and correct perching and tethering equipment.
It is advisable to go on a course. On a course you will learn all about the different points of care and also be introduced to different birds along the way, the falconer will be able to tell you if you will be suitable to keep such a bird and advise you on what species to purchase.
DON'T GO A BUY A BIRD ON A WHIM. This usually results in death or loss of the bird and quite often injury to the handler.
Get a good falconry book, I suggest "training birds of prey" by Jemima parry Jones. it is a handy book to have and look back on and is all written in plain English.

No, most of them are protected species. Even having the feathers of some of them is a federal offense. All of them are illegal to have without expensive permits. Permits are hard to get and take years of training and mentor ship under a falconry master.
Falconry, or any bird of prey handling, is an ancient art form, like the martial arts. People study under a master for years before getting a bird of their own.
Look up Falconry in you area, there are a few people out there. Also, if you are interested in birds of prey, volunteer at a zoo, or wildlife rehabilitation center. They will be glad to have you and you will learn so much about the issues of keeping wildlife in cages. Especially these very special birds.
You might even meet someone who will mentor you. It's definitely a valuable learning experience.

If you are talking about most Eagle Species..
The answer is no, not legally and the fines for being caught with one are huge including jail time.
These birds are protected in all 50 US states and its enforced well.
Its even illegal in many places to be in possession of the feathers of these birds,..Like Eagle feathers etc.. You can be fined for that.
Many of these birds in the past have neared extinction, been put on and now removed from endangered species lists and so on...
If you see people who have these birds, etc.. they must have permits and be either rehabbers, sanctuaries, zoos or educators in another area.
Now having said all of that.. There ARE some species of birds you can own.. legally but with permits from your local governments or state.
Falconry is alive and well, and I personally know some one who has several birds of prey.
I will caution you however, that thier care if VERY speicalized and time consuming... You better be willing to store frozen mice etc.. in your freezer and thaw them in your microwave,, cut and feed other raw meats and spend a great deal of time training your birds and getting them exercise.. you also need space as these birds do not live in your reg bird cages.
Its also not a good idea f you have other small pets around as they coulds become prey.

Each state and local area has laws about types of birds you can own, and you can not remove these birds from the wild,, you musy purchase from a lic breeder.
Frankly I thinks its more trrouble than its worth.
The person we know is a state employeed wildlife educator and prob began this by getting injured birds to care for and it grew into a passion...
Falconry is much mor popular in the UK and Canada than it is here.
Before you decide to get a PET bird of prey I urge you to call and talk to a few raptor centers, maybe volunteer time there and get a hands on look at the care etc..
Talk to others who have them.. and so on..
Also if you get one and decide you no longer want it .. DONT RELEASE it..
domesticated raptors released into the wild DIE.. they do not have the skills needed to survive well enough.
Take it to a sanctuary or raptor center..
If you can not find a local person with experience with these birds
