There are 2 ways to go here.
Method 1:
Buy a home DVD recorder and connect it to your VCR. To edit the video on the DVD, you'll need a DVD drive for your computer and DVD editing software for it - the editing software can be pretty expensive. Just Google search 'DVD editor.'
Method 2:
Buy a video capture device for your computer. Some of these devices have a built-in tuner as well. Most, if not all capture devices have both S-video and composite video inputs to record from. You can buy a USB device or a PCI capture device. Some of these devices also have a small video editing program included too. You need a video card with the ability to record incoming data. An ATI All in Wonder card will fit your needs. Must make sure your computer has the processor power, Memory and Hard Drive space to handle the recording. The video card will come with editing software to edit the video once recorded.
I havea All-in-Wonder 9600 Pro, and It works grat for this kind of stuff.

Get yourself a TV capture card and something like Pinnacle Studio.
Install TV capture, Install Video editing software. Connect Video Player to capture card and capture video.

theres a few ways you get a lead the red white and yellow kind with a usb connector then get a program such as videoimpressions then capture video theres a few programs out there grabbeeiii is one once captured burn to cd/dvd

Hmmn, you can burn movies to and from your computer onto DVDs using a DVD rewriter, but I'm not at all sure how you would then put that onto or take it from a normal VHS tape. Try looking up conversions from DVD to VHS. I'll see if I can find anything online for you, but I'm not immediately aware of any technology that would help you, sorry.
(The suggestion above seems to suggest you use the computer screen to watch something off of the video, but no data is exchanged.)

Not as far as I know but a lot of specialist shops can download video tape to DVD these days. There is one in Fleet Street in London but the name escapes me.

u can put that cd in ur computer and copy it but i dont think u can link computer to vcd player and copy something. u can try installing an extenral usb tvtuner card. then u can play movie on vcd player and watch on computer's lcd screen. i hope i am making sense :)
