I have Windows and yesterday it locked up so I shut it off and went to start it back up and now it just sits on the "loading" page, with the black screen and the blue bars running thru the timer saying its starting. It sat there all night like that. Is there a way to fix it or restart it again?

This may be either hardware or software related.

Try to start the computer in safe mode without networking support (press F8 continuously before the Windows logo appears on start-up).

If that doesn't work, insert your Windows CD and boot from it. You may need to change the boot device priorities in your BIOS setup. You should see the key to press as soon as you start your computer, the most common ones are DEL, F1 and F2. In the setup, you will get the option for a repair install in the first screens, choose it.

If the repair installation fails or doesn't fix the issues, you should try a full re-installation (not repair).

If that still fails you probably have a hardware failure and should probably contact a professional.

I don't think your computer is fried I think it might be a software problem. Something might be perventing it to start up.

I would try to restart and hit f8 before windows starts up but don't hit it too much or you will freeze up the keyboard. This will bring you into a menu and you will select one of the Safe Mode Options I perfer Safe Mode With Networking Support so you can connect to the internet.

After your in download some spyware tools like spybot and adaware install them then update the files they need the scan your computer delete all the things it finds. It probably wounldn't hurt to scan for viruses with a free virus scanner like AVG.

If your computer freeze in safe mode then it is a big problem either you need to format or get a new harddrive.

reboot the computer tap f5 while it is in the boot process. you will come to a screen with some choices. choose last known good configuration. that should get you in. if that doesnt work. do the same thing and choose safe mode. if you get in like that and you are running win xp you can do a restore through the help and support in the start menu and restore to a time before this happend. good luck

Reformat and you'll be fine. Probably viruses that screwed up your hard drive or your hard drive is bad. There's other possibilities but I would reformat first.
