A lot of people choose not to date in high school. I've had friends that date everyone they see and have developed bad reputations and I've had friends that liked guys but never actually dated. It depends on your ability to balance school and a boyfriend. It's a difficult thing to do. If you want a boyfriend because everyone else has had one, then you're not ready. Plus, the right guy will come along when you're the least aware that you want a boyfriend.

I try to.. but i end up having my first boyfriend at the age of 18 and the year I had my final exams before hitting of to college and we only lasted a month.. =)

Of course you can. It might be nice to try out the whole relationship concept, but it's certainly not mandatory. I'd suggest giving it a shot if you find a nice guy who you'd be happy to be in a relationship with, but don't feel pressured into anything.
